The Project (2000-2001)
FASME was a central project of the "Information
Society Technology" -research program of the
European Commission. Within the framework programs
the European Commission promotes every year a
determined number of research projects. FASME is
the abbreviation of the project that means
"Facilitating Administrative Services for Mobile
Europeans". Central to the research was the
development of a so-called JavaCard for the
support of administration services in changing the
place of work and living. The JavaCard is similar
to a common chip card (SmartCard) which is for
example used for health insurance. By using the
JavaCard you can save, read or change personal
data; IT-systems in offices can access the data
with special applications.
Changing the place of work and living within
Europe is connected to a multitude of
administrative barriers. These barriers can be
overcome in the future by one single chip card,
the JavaCard. FASME supports the flexibility and
integration in Europe which is growing together
more and more in the 21st century. Within the
FASME project a prototype was developed which
facilitated administrative services like
registering the place of living, changes of
insurances or driving licences in whole Europe in
a safe and flexible way.
FASME was not only an international cooperation
but it was also interdisciplinary. The
Universities of Amsterdam, Cologne, Rostock and
Zurich represented the scientific aspects of the
sectors informatics, psychology and sociology.
Administration experts of the municipalities of
Grosseto (I), Newcastle (GB) and Cologne (D)
joined in with their views of municipalities and
citizens. The worldwide active IT-group ICL and
the international consultancy ZUENDEL & Partner
Systems Consultants GmbH were responsible for the
technical realisation. ZUENDEL & Partner
Unternehmensberatung GmbH was the project
coordinator and managed the project.
